Urgent appeal to the United Nations: Immediate protections for people exposed to COVID-19 inside Guatemala disability institution

Hundreds of people at the Federico Mora disability institution, exposed to staff infected with COVID-19, are locked into the facility, which has been sealed from outside access. Disability Rights International (DRI) calls for immediate government intervention to test detainees, provide care to those exposed, and immediately remove anyone who has not yet contracted the virus.

Disability Rights International and the Colectivo Vida Independiente de Guatemala appeal to request immediate life-saving protections for people detained at the National Mental Health facility “Federico Mora” (Federico Mora) in Guatemala City, Guatemala. People with disabilities detained at the “Federico Mora” face an imminent risk of sickness and death as a result of the authorities’ reckless exposure of detainees to the spread of the virus COVID-19, the failure to provide medical care, and their continued unlawful and unnecessary detention in the facility.

Action Steps to Protect Children and Adults with Disabilities During COVID-19 Pandemic

Given what DRI has already documented in dozens of countries - the close quarters where people are detained, the lack of opportunity for social distancing or quarantine, as well as inadequate staffing, habilitation and medical care - thousands of children and adults with disabilities are at immediate risk.  The infection of any person placed in a facility or staff member means a high risk of death for anyone at that facility.

A Dead End for Children – Bulgaria’s Group Homes

The main finding of this report is that Bulgaria has replaced a system of large, old orphanages with newer, smaller buildings that are still operating as institutions. While the new facilities are officially referred to as “family-like” residences or “small group homes,” DRI’s investigation finds that they are neither small nor are they family homes.

In the 1990’s we trained and supported many impressive disability activists in the country. We worked closely with activists committed to ending the institutionalization of children and people with disabilities in orphanages and other institutions.
